Punxsutawney - Japanese Tree Lilac (PA) Edward Frank

I was in Punxsutawney, PA today, home of the famous groundhog Punxsutawney Phil, and saw an unusual tree in the town square.  I could use some help in identifying it.  There were two specimens, one was growing seed? and the other was not.  Perhaps male and female trees?  Here are some photos below:

There was a sculpture in wood to commemorate the fact that the name Punxsutawney is derived from an Native American origin:
